§ Mr. Nicholas Wintertonasked the Secretary of State for Foreign and Commonwealth Affairs whether, in view of the fact that the proposals for implementing phase one of the plan of the Western Contact Group for achieving 332W Namibian independence, originally agreed to by the five countries of that group, South Africa and the South-West Africa People's Organisation, have now been rejected by the South-West Africa People's Organisation, Her Majesty's Government will make representations to the South-West Africa People's Organisation and to the frontline States to encourage them not to hinder progress towards free elections and independence in Namibia; and if he will make a statement.
§ Mr. OnslowThe Five continue to be in touch with all the parties concerned including SWAPO as indicated in the Luxembourg communiqué of 17 May, the text of which I am circulating in theOfficial Report. I am glad to say that there are encouraging signs that progress can be made.
