§ Mr. MellorThe international energy programme of the International Energy Agency continues to provide the basis for the International Energy Agency's activities.
Between 1978 and 1980 the oil emergency sharing system was not activated. Temporary shortfalls in excess of 7 per cent. in two IEA member States were met without recourse to the oil allocation scheme.
