asked the Secretary of State for Social Services whether, in view of the numbers of trainee general practitioners completing vocational training each autumn thus increasing competition for becoming principals in group practices, he will consider providing financial incentives for young doctors in such a situation to set up new practices.

There already are financial incentives for young doctors setting up practice in are as recognised as relatively under-doctored.
