asked the Secretary of State for Social Services what stage discussions have reached with the Food Manufacturers Federation on the implementation in the United Kingdom of the international code of marketing practice for breast milk substitutes; whether a circular has yet been issued to health authorities on this matter; and whether he envisages taking any further steps to encourage breast-feeding.

Following discussions with the Food Manufacturers Federation a voluntary code of practice for the infant food industry is at an advanced stage of preparation. A circular to health authorities is also being prepared and I hope that both will be sent out for consultation in September. The recent OPCS report "Infant Feeding 1980" showed encouraging trends in both the initiation and maintenance of breast feeding since 1975. We will, however, be discussing with the Health Education Council what additional measures need to be taken.
