asked the Secretary of State for Transport whether he has any plans to introduce measures to forbid pedestrians to cross roads in larger towns and cities other than at zebra crossings and other similar crossing places.

Legal control of pedestrians has been considered over the years; but experiments showed no clear accident savings, while the controls proved unacceptable to most pedestrians affected and difficult to enforce. We must, therefore, continue to rely on physical safety measures and on educating the public especially children in the safe use of roads.
