asked the Minister for Trade, pursuant to his reply to the hon. Member for Basildon of 20 July, what are the estimated running costs of the headquarters of the Intergovernmental Maritime Consultative Organisation; and what proportion of these will be borne by public funds.

Member for Basildon of 20 July, why it was decided to build the headquarters of the Intergovernmental Maritime Consultative Organisation in London; whether it is the custom of the country constructing a building for a United Nations specialised agency to bear the full cost thereof; and if he will make a statement.
