§ Mr. MayhewSome of Lord Scarman's recommendations remain under consideration at national level. Policing policy in individual force areas is a matter for consultation between the chief constable and the police authority. They are fully aware of Lord Scarman's thinking and of the guidance my right hon. Friend has issued, for example, on local consultation arrangements.
