§ Mr. Tilleyasked the Secretary of State for the Home Department, further to his statement in the Official Report, 10 December 1981, column 1004, how he intends to implement Lord Scarman's recommendation that lay persons should have the right to make random visits to police stations to check interrogation and detention procedures.
