§ Mr. Ralph Howellasked the Chancellor of the Exchequer what are the latest figures available (a) for the cost of the Civil Service for 1980–81 and (b) the average cost for each civil servant; and if he will break down the average cost for each civil servant into pay, national insurance, superannuation, and other costs, such as office space, heating, lighting, car allowance, travel allowance, telephone, and so on.

The provision in Votes in 1980–81 for Civil Service pay—including employers' national insurance contributions—was £4, 629 million. The latest available analysis of pay and other costs is set out in the annex to 80W Cmnd. 8293. The following averages can be derived from the annex, on the basis of a staff total of 658, 560* at 1 April 1981:
