§ Mr. Humphrey AtkinsThe draft Act on European Union to which I referred in my answer to my hon. Friend the Member for Flint, West (Sir A. Meyer) states that
The European Union to be created step by step will be an even closer union of the European people and States based on genuine, effective solidarity and common interests, and on the equality of the rights and obligations of the members".As I told my hon. Friend, we are still discussing the draft with other member States.
