§ Mr. Kenneth ClarkeI apologise for the delays that are taking place in the preparation of this scheme and I hope that we shall be able to make good progress with it. I am hoping that a start will be made in 1984, subject to the satisfactory completion of the statutory processes and the availability of funds.
