§ Mr. Arthur Lewisasked the Secretary of State for the Home Department whether, in view of the fact that owners of dogs have to pay a licence fee whereas owners of cats, horses, donkeys, or any other domestic animal do not, he will consider introducing a licence system for other domestic animals.
