Under what authority or by whose permission the Royal Mint has accepted a commission to mint a commemorative plaque of the Pope's pastoral visit to this country showing the image of the Queen alongside that of the Pope.

The Royal Mint obtained confirmation that its client had consulted the Lord Chamberlain's office and no objection had been raised to the design proposed by its client for use on the plaque. Thereafter, the Royal Mint's decision to accept an order to manufacture the plaque was taken on commercial grounds.
