The United Kingdom is playing an active part in the preparations for the Second United Nations special session on disarmament, both in the 78-nation preparatory committee and in the other United Nations disarmament bodies. In the Committee on Disarmament, we and four other Governments tabled a draft comprehensive programme of disarmament, which will be one of the main topics at the special session. Here432W at home, the Minister of State, Foreign And Commonwealth Office, my right hon. Friend the Member for Mid-Oxon (Mr. Hurd) has had consultations with non-governmental organisations, which will continue. We hope that the United Nations special session will make a stimulating and practical contribution to international discussion on disarmament.
