Mr. Russell Johnston

asked the Secretary of State for Scotland whether he will publish in the Official Report the amount of any supplementary capital allocation awarded to any housing authorities in Scotland for housing purposes in the fiscal year 1981–82 consequent upon an assessment of the likely capital receipts from sales of houses made in terms of the Tenants' Rights Etc. (Scotland) Act 1980 and the amount of the bid made by each authority for an allocation of such funds.

asked the Secretary of State for Scotland how many applications for the purchase of council houses have been lodged by tenants to (a) each local housing authority in Scotland and (b) other public sector housing authorities in Scotland in terms of part 1 of the Tenants' Rights Etc. (Scotland) Act 1980 as amended.

The following table gives the latest available figures, as supplied by authorities at the end of November 1981, on applications to purchase public sector houses received under the Tenants' Rights Etc. (Scotland) Act 1980, as amended. These figures do not include the substantial numbers of applications received by the SSHA and the new towns for purchase under voluntary arrangements; nor do I have reliable information about applications to local authorities for voluntary sales.

Note:

The figures for local authorities and new towns are based on information supplied at the end of November 1981 and relate only to applications under part I of the Tenants' Rights Etc (Scotland) Act 1980, as amended. These figures therefore do not include the substantial numbers of bargains concluded or sales completed under voluntary arrangements. The figures for the Scottish Special Housing Association do include bargains concluded and sales completed under the voluntary arrangements as it is not possible to disaggregate these figures.

asked the Secretary of State for Scotland in respect of each housing authority in Scotland, in how many cases sales of houses in terms of part 1 of the Tenants' Rights Etc., (Scotland) Act 1980 as amended (a) have been concluded and (b) have failed to be concluded within the time limits set out in the Act.

This information is not collected centrally. It would be extremely difficult to do so because the time limits for the exchange of an offer to sell and a notice of acceptance vary according to the circumstances of individual cases.

Mr. Rifkind

The number of additional staff employed has varied since the 1980 Act came into operation, but it presently stands at eight full-time staff and one part-time. Of these, six are seconded from within existing Scottish Office manpower.
