§ Lord TrefgarneThis is a field where very welcome and rapid medical advance brings with it a need to provide more services to enable children to be treated who could not have been saved only a few years ago. Progress is being made but this has to be in the context of the present constraints on resources and health authorities' other urgent priorities which include not only the needs of other groups like the elderly and the mentally handicapped, but also other forms of maternal and child care.
