Mr. Wigley

asked the Secretary of State for Wales how much of the additional £14 million to be spent in the next year on the National Health Service in Wales is to be allocated for joint funding of projects.

My right hon. Friend will announce the details of allocation for the National Health Service in Wales, including joint finance, when discussions with individual health authorities have taken place early in the new year. As my right hon. Friend told the Welsh Grand Committee on 24 November 1982, he intends to include a record level of new funds available for joint finance in 1983–84.

asked the Secretary of State for Wales if he will set out a table showing for each of the past five years what has been the total of funds which have been allocated to joint funding health projects in Wales; and of this money, how much has come directly from his Department, and how much from local authorities and area health authorities, respectively.

Information about the precise amounts allocated by local authorities and health authorities could be obtained only at disproportionate cost. As a general rule, a health authority's contribution matches that of the Welsh Office so that over the period of Health Service support its joint contributions represent 60 per cent. of the total cost of individual projects. This means that the local authority normally contributes 40 per cent. Health Service support has generally been tapered over 5 to 7 years so that the local authority assumes gradually a greater proportion of the total annual cost for a project.
