asked the Secretary of State for Transport if he will estimate the number of people who will be eligible to apply for a free medical examination to obtain exemption from the need to wear a seat belt in accordance with the provisions of section 70 of the Transport Act 1982; and how much expenditure it is estimated the Government will incur for such purposes during the current and next financial years.

Approximately seven million people are eligible to apply for a free examination for medical exemption from compulsory seat belt wearing.

It is too soon to estimate the expenditure which will be incurred for this purpose either in this or the next financial year. The expenditure provision for this item in 1982–83 is £300,000 for England with pro rata provisions for Scotland and Wales. The expenditure provision in 1983–84 is expected to be of a similar order. The actual provision will be shown in the Supply Estimates which will be published in the spring.
