Local housing authorities, new towns and housing associations are estimated to have owned, at December 1981, approximately 5.6 million dwellings in England, representing 31 per cent. of the total 375W housing stock. An estimate is not available for the whole public sector including dwellings owned by Government Departments and county councils.
