Whether the officials at the Home Office dealing with the Cruelty to Animals Act 1876 are still responsible for the after-care of delinquent human beings.

No; matters relating to the after-care of offenders are now dealt with by a division of the Criminal Department; matters relating to the Cruelty to Animals Act 1876 are dealt with by a division of the General Department.
