§ Mrs. ChalkerFollowing persistent criticism by local authorities, the police and organisations representing disabled people, we are implementing a package of measures designed to improve the operation of the orange badge scheme and to eliminate abuse. A new offence for misuse of the badge by able-bodied people came into force in October 1981. Later this week new regulations will be laid before Parliament and there will be a circular to local authorities giving further guidance on the criteria for issuing badges and the administration of the scheme.
