§ Mr. Needhamasked the Secretary of State for Social Services what steps he has taken to bring into force the Employment of Children Act 1973; and when he expects this Act to be fully implemented.
§ Mr. NewtonConsultations with local authority associations took place in 1975 and 1977. Because of the resource implications for local authorities, it was decided that the introduction of the provisions of the Act would not be justified. It remains inappropriate to impose these further responsibilities on local authorities, but I am glad to say that many authorities have amended their byelaws in the light of the Act's provisions.
