§ Mr. Austin Mitchellasked the Minister of Agriculture, Fisheries and Food if he is satisfied that the policy stated in the reply to the hon. Member for Grimsby, 382W Official Report, 10 November, c. 170, that the pattern of Spanish fishing would not justify the allocation of quotas in the North Sea to Spain, is compatible with Regulation 2(i) of 30 June 1970, which provides for equal conditions of access to fishing grounds for all fishing vessels flying a member State's flag or registered in a Community territory.
