HC Deb 03 December 1982 vol 33 c316W
Mr. Michael McNair-Wilson

asked the Secretary of State for Foreign and Commonwealth Affairs if, pursuant to the answer of 24 November, Official Report, c. 841, he will list the specific initiatives taken by the British delegation at the conference on security and co-operation in Europe at Madrid to date.

Mr. Hurd

The initiatives taken by the British delegation have been in drawing attention to violations of the Helsinki Final Act, in particular by the Soviet Union and Poland, and to the need for a clear mandate for a conference on disarmament in Europe. The British delegation has supported amendments put forward jointly by Western countries to the draft concluding document tabled by the neutral and non-aligned countries in December 1981. These amendments are designed to strengthen the commitments of all participants in various areas covered by the Helsinki Final Act.
