§ Mrs. ChalkerNo. Headlights are already required at night where the street lighting is inadequate. I do not think motorists should be compelled to use headlamps in well-lit urban areas. The problems of dazzle and the reduction in street light effectiveness are being studied, but at present the decision to use headlamps in well-lit urban areas must be left to the judgment of the driver. If a driver is uncertain, then he will be well advised to use his dipped headlights.
