§ Mr. WhitelawThe establishment and strength figures for the force since 1974 are set out in the following table. Because there have been changes in the structure and organisation of the force, similar figures for particular areas would be misleading. Comparable figures for years before the formation of the Merseyside Police in 1974 would be difficult to obtain and would involve disproportionate cost.
