Mr. Ralph Howell asked the Prime Minister what is the percentage increase or decrease in expenditure in real terms in each Government Department (a) since May 1979 and (b) in the last year for which figures are available.

The Prime Minister: Estimates of expenditure in constant prices, for each Government Department, were shown in the tables in part 2 of the public expenditure White Paper, Cmnd. 8175, published on 10 March 1981. The percentage increases in those estimates, between the financial years 1979–80 and 1980–81—the last complete year—were as follows for each main Government Department:—

Ministry of Defence + 4.9 Foreign and Commonwealth Office (including ODA) + 2.0 Ministry of Agriculture, Fisheries and Food (including Intervention Board for Agricultural Produce and Forestry Commission) +13.9

Department of Industry +21.1 Department of Energy + 7.3 Department of Trade + 3.9 Department of Employment +40.8 Department of Transport -4.9 Department of the Environment (including Property Services Agency) -10.8 Home Office + 5.0 Department of Education and Science -3.5 Department of Health and Social Security Health and personal social services + 0.7 Social Security + 3.5 total + 2.6
