§ Mr. Dobsonasked the Lord Privy Seal if he will make representations to the Romanian Government about the imprisonment of Mr. Josif Noll, a Romanian of German extraction who was sentenced to three years' imprisonment for attempting to leave Romania without official permission, in contravention of his fundamental right under article 13(2) of the Universal Declaration of Human Rights.
§ Mr. Humphrey Atkins:We frequently take suitable opportunities to make clear to other Governments our strong views on matters affecting individual rights, for instance, in the context of the implementation of the Helsinki Final Act. But it is not in general our policy to make public the details of individual approaches since in our experience that can undermine the effectiveness of our representations.
