§ Mr. RaisonAs my right hon. Friend stated in reply to a question by my hon. Friend the Member for Basildon (Mr. Proctor) on 19 March—[Vol. 418, c. 161–162.]—the Government intend to ratify the convention, which the United Kingdom signed on 14 May, when Parliament has enacted the necessary legislation. We hope to publish our detailed proposals for legislation in a White Paper later in the present Session.
