The following table gives estimates of the numbers participating in the youth opportunities programme and the special temporary employment programme in(a) the Edinburgh special programmes area office area and (b) Scotland at the end of October in each of the last three years. The Edinburgh special programmes area office covers Lothian, Fife, Borders and Central regions; separate figures for Lothian region could be produced only at disproportionate cost. Comparable information for October 1981 is not yet available. For various reasons, not all participants would have registered as unemployed if they had not been on one of the programmes.
