Mr. McMahon

asked the Secretary of State for Scotland if he will approve for issue to health authorities in Scotland a memorandum of guidance on which they will be asked to base their arrangements for dealing with suggestions and complaints other than those relating to family general practitioners.

Mr. Allan Stewart

A departmental circular dealing with the handling of patients' complaints about the exercise of clinical judgment by hospital medical and dental staff will be issued shortly. Guidance about dealing with complaints which do not involve clinical judgment was issued in February 1970, following consideration of the report of a departmental working party on suggestions and complaints in hospitals; it was further amplified in 1976.
