Mr. Craigen

asked the Secretary of State for Employment what representations he or the Manpower Services Commission has received concerning industrial injuries to trainees on the youth opportunities programme in respect of (a) work experience on employers' premises, (b) training workshops or (c) community service projects; if he will give details of the number of such accidents during the past two years; and whether the Health and Safety Commission is looking into the general issues concerned.

Detailed records are not kept, but the Manpower Services Commission has informed me that inquiries and representations have been made by individuals and by organisations. It has recently been agreed that the MSC, together with CBI and the TUC will discuss the question of health and safety in regard to the programme. The Health and Safety Executive will also be a party to these discussions.

The total number of accidents to youth opportunities programme trainees in the period 1 July 1979 to 30 June 1981 was 3,251. The majority of these were of a minor nature.
