asked the Minister of Agriculture, Fisheries and Food if it is the Government's intention to specify the sixth extension of the Wheat Trade Convention 1971 as a Community treaty under the European Communities Act 1972.

No. We have examined carefully the need for specification of this extension, and have concluded that since it does not contain provisions having direct effect, or interpreting, or amending, or extending the life of other provisions that have direct effect, and since there is no need for recourse to powers under the Act, an Order in Council under section 1(3) is not necessary. This decision has not, of course, affected the House's ability to examine the extension through the normal and quite separate procedures for the scrutiny of Community documents or for the ratification of treaties.
