asked the Secretary of State for Employment if, in view of the acknowledged defects of the quota scheme under the Disabled Persons (Employment) Act 1944 and the information now emerging under the Companies Act Regulations 1980, he will take steps to expedite the recommendations of the Manpower Services Commission arising out of that body's 1979 discussion document.

I expect to receive the Manpower Services Commission's recommendations on the quota scheme within a few months. I shall give these recommendations very careful consideration before coming to a conclusion.

It is too early to assess the information on company policy towards the employment of disabled people which will emerge as a result of the Companies Act regulations, as these apply only to directors' reports prepared for financial years which began on or after 1 September 1980.
