§ Mr. Kenneth ClarkeUnder the terms of their leases, motorway service area operators must at all times provide adequate free short-term parking, including provision for heavy goods vehicles. Parking areas must be kept in good repair and lit to suitable standards. There is no obligation262W to provide facilities for longer-term parking. Operators who choose to do so are therefore at liberty to impose a charge for them.
