§ Mr. MayhewSuch transmissions still represent a very small proportion of messages, and, so far as we are aware, do not involve questions of confidentiality. An increase in the use of these techniques depends upon a number of considerations, including cost, which are likely to be limiting factors in the immediate future. The question of confidentiality will also weigh heavily.
