§ Mr. Peter ReesThe gross yield of the national insurance surcharge in 1980–81 is expected to be around £3½ billion. However, it is estimated that around £800 million of this is paid by central and local government. The cost of abolishing the surcharge in 1980–81 net of payments by central and local government would therefore be about £2.7 billion.
