§ Sir George YoungIt is estimated that at 30 September 1980 the whole-time equivalent of some 180,000 local authority staff were engaged in the provision of field social work, day care, residential care and home help services; and that 15,000 administrative and clerical staff were employed in administration. There were, in addition, the whole-time equivalent of about 3,500 senior management, professional and advisory staff.
