asked the Lord Privy Seal if he will make a statement on Her Majesty's Government's policy towards the violation by the Union of Soviet Socialist Republics of the Universal Declaration on Human Rights of 1948, the International Pact on Civil and Political Rights of 1973 and the Helsinki Final Act of 1975.

Her Majesty's Government deplore the violations of the Universal Declaration on Human Rights, the United Nations covenant on civil and political rights and the Helsinki Final Act represented by the unjust persecution of those in the Soviet Union who seek only respect for fundamental human rights. The Government will continue to press the Soviet authorities to fulfil the international humanitarian obligations which they have accepted.
