§ Mr. Geoffrey FinsbergLocal authorities should now be implementing the direct labour organisations provisions of the Local Government, Planning and Land Act 1980 in accordance with the regulations and directions which my right hon. Friend has made, and the guidance given in circular 10/81. We propose to review all aspects of the operation of the new regime for DLOs in the light of experience of its working this first year.
