asked the Secretary of State for the Environment, in view of his policy of penalising local authorities which have come closest to meeting target expenditure, for what reason he has decided to cut block grants to London local authorities by £283,000,000.

The proposal to hold back grant from authorities failing to meet their current expenditure targets handicap hospitals in Wales are permanently resident. The following table shows numbers of patients and their length of stay by age group at 5 April 1981.

would reduce the block grant entitlement of London authorities by £57.48 million compared with what it would otherwise have been. The 1981–82 rate support grant settlement would have transferred £107 million away from London by comparison with the base position had authorities kept to the Government's spending assumptions. London has lost a further £116 million of block grant through the operation of the normal block grant mechanisms as a result of its own expenditure decisions.
