§ Mr. Hendersonasked the Secretary of State for Scotland what criteria are used to determine whether a 30 mph speed restriction should be imposed on a trunk road passing through a village or town.
§ Mr. RifkindUnder the Road Traffic Regulation Act 1957, all roads with street lighting on that date are subject to a 30 mph restriction. In other cases the guiding criteria are(a) the number of injury accidents per million vehicle miles over a three-year period; (b) the length of road to which speed restriction would be applied; and (c) the average speed adopted by the majority of drivers in unrestricted conditions. In addition, the character of the road and its environment are taken into account. If my hon. Friend has a particular trunk road case in mind, perhaps he could write to me.
