asked the Chancellor of the Exchequer how many extra civil servants would be required to administer a scheme of (a) fully transferable, (b) partially transferable and (c) non-transferable tax allowances combined with higher child benefit, as outlined in appendix 6 to the Green Paper on the taxation of husband and wife; and in each case what would be the extra administration costs.

Chapter 10 of the Green Paper indicates that the staff cost of these schemes could run to several thousands. However, for the reasons explained in that chapter, it is not possible to make any more precise estimate of the manpower effects, and other administrative costs, at this stage.
