asked the Secretary of State for the Environment if he will introduce a new factor into the rate support grant formula to reflect the particular conditions which arise in new towns with respect to the population distribution and the effects of rapid expansion.

We are currently discussing the effects of population growth and decline with the local authority associations in the grants working group to see whether any changes in this aspect are needed on the grant-related expenditure formula for 1982–83.
