On what dates had applications for special quota vouchers been made by those who received them in May 1981 and those notified that they would receive them in August 1981, respectively.

Applicants in India who received special vouchers in May 1981 had applied for them in October or November 1975. Those offered vouchers in August 1981 will have applied in December 1975.
