Mr. Arthur Lewis

asked the Attorney-General, further to his reply of 13 May, if he will give the reasons why he will not introduce legislation to prevent former Attorneys-General publishing their memoirs on activities as the Crown prosecutor at criminal trials until they have left office for five years or more.

I share the view of the Committee of Privy Counsellors, which reported on "Ministerial Memoirs", Cmnd. 6386, that legislation is not an appropriate way of protecting the State's interest in these matters.
