§ Sir George YoungApart from certain centrally financed services, funds are not allocated centrally to particular programmes. It is possible to make estimates of spending on programmes, and these are set out below, but it should be borne in mind that the methodology used was derived as a tool to assist forward planning and has limitations as a means of monitoring past trends. The most readily available constant price estimates of health and personal social services expenditure by programme in 1978–79 and 1979–80 are in 1980 survey prices; figures for 1980–81 are not yet available. The hon. Member may find it helpful to see comparable figures for earlier years presented on the same price base.
