§ Mr. MayhewUnoccupied places in existing dispersal prisons arise from various reasons such as building work but not from a lack of suitable prisoners for the places. Successive Governments have considered that nine dispersal prisons are needed to hold long-term category A and category B prisoners. Full Sutton will be the ninth.
