HC Deb 22 July 1981 vol 9 cc126-7W
Mr. Eggar

asked the Secretary of State for Energy if he is able to make a statement about the terms of reference for the Sizewell B pressurised water reactor inquiry.

Mr. David Howell

In considering whether the proposed power station should proceed I shall take into account the economic, environmental and safety aspects which would be involved, as well as planning aspects. On the information so far available to me it appears that the following points will be relevant:

  1. (a) the Central Electricity Generating Board's requirement for the power station in terms of the need for secure and economic electricity supply and having regard to the Government's long-term energy policy;
  2. (b) the safety features relevant to the design, construction and operation of the station and in particular the views of the Nuclear Installations Inspectorate as the licensing authority;
  3. (c) the arrangements for waste management, in the light of the views of the authorising Departments;
  4. (d) the implications of the proposed development (including both construction and operation) for:
    1. (1) agriculture and fisheries
    2. (2) local employment
    3. (3) water supply and disposal
    4. (4) transport requirements
    5. 127
    6. (5) coast protection
    7. (6) housing and public services generally
    8. (7) local amenities and in particular areas of special landscape value or nature conservation interest

As further decisions about the inquiry are taken, further announcements will be made as appropriate.

I am pleased to announce that I am appointing Sir Frank Layfield QC to act as inspector at the inquiry.
