§ Mr. HayhoeThe pay research unit has operated as a fact-finding body with efficiency and integrity within its terms of reference but the pay research arrangements themselves no longer command public confidence. We have set up an independent inquiry chaired by Sir John Megaw to carry out a thorough review and to make recommendations on the principles and the system by which the pay of the non-industrial Civil Service should be determined.
